fix(core): don't reposition the suggestion menu on its own scroll - #3188
Conversation
The scroll listener captures every scroll in the editor, including the menu's own. Each one recomputed the menu's position and re-rendered it, so a menu with little room could not be scrolled to its end. Only a scroll of an element that contains the trigger can move it. Part of #2771

WebKit delivers the scroll event about a second late, so a fixed one-second wait could miss it. Wait for the update instead.

72-83: 🎯 Functional Correctness | 🔵 Trivial | ⚡ Quick winAdd coverage for scrolling a containing ancestor.
The new tests cover only the menu and the document. A scrollable ancestor of the editor can move the trigger and must also update the menu position. Add a test that scrolls such an ancestor and observes a suggestion-menu update.

Part of #2771
Problem
The suggestion menu listens to every scroll in the editor, including the scroll of the menu itself. Each scroll of the menu recomputed the menu's position and re-rendered it. Near the bottom of the screen, where the menu has little room, the menu could not be scrolled to its end.
Fix
Ignore a scroll of an element that does not contain the trigger character. Only such a scroll can move the trigger on screen. Page scrolls, and scrolls of a container around the trigger, still update the menu's position.
This fixes scrolling with the mouse. The menu still opens squeezed below the trigger when there is little room there; a separate PR changes the placement.
