Core/Movement: Send advanced flying banking and pitch rates in radians - #32067

Summary

• SMSG_MOVE_SET_ADV_FLYING_BANKING_RATE and the two pitching-rate packets now convert FlightCapability min/max with G3D::toRadians.
• Turn velocity threshold is left as stored.

Still needed

• One FlightCapability.db2 row. If BankingRateMax is already below about 7, the field is already radians and this should be dropped. The table could not be loaded from build 69933 here.

Test plan

• Mount a skyriding mount and confirm banking and pitch respond at retail speed.
• Compare one FlightCapability row against the values sent in the three rate packets.
