Sync commit-msg hooks (socket-lib best version with trap cleanup) and security-scan skill from canonical template.

Low risk: changes are limited to documentation/skill metadata and shell hook robustness; primary impact is on local commit flow if the hook script is missing or non-executable.

Overview
Updates the security scanning docs/skill to align with the template by making security-scan user-invocable, removing the embedded note about the check-new-deps hook, and correcting the zizmor install reference to external-tools.json.

Hardens commit-message validation by improving .git-hooks/commit-msg output/cleanup behavior (switching to printf, adding mktemp failure handling and trap cleanup) and updating .husky/commit-msg to fail fast with a clear error if .git-hooks/commit-msg is missing or not executable.
