💥 What does this PR do?

Adds a skills file that helps guide AI Tools

In modern AI development frameworks (like CrewAI, AutoGen, or similar agentic workflows), the separation between agents and skills is essentially the difference between the "Who" and the "How."

While these specific filenames aren't a rigid universal standard like a README.md, they are common conventions used to define the architecture of an autonomous system.

Pull request overview

Adds a new top-level “skills” guide intended to help AI tooling and contributors make safe, focused changes in Selenium’s Bazel-built, multi-language monorepo.

Changes:

  • Introduces skills.md documenting core repo principles, high-risk areas, and a recommended Bazel workflow.
  • Adds language-specific checklists (Python, Ruby, .NET, Java, JavaScript) for common build/test/convention guidance.
  • Provides cross-binding consistency and pre-PR checklists plus maintenance guidance.

from .common import command_builder

Can you change the relative imports back to absolute imports in the python files?

Do we think it’d be useful to attach a link to the WS3 Bidi docs and make the agent directly utilize/reference those specs when doing bidi development?

@AutomatedTester are the 2 Python files meant to be in this PR, or do those belong to your CDDL PR?
