Split CI cargo run and test into build then execute - #8705

whats_left was invoking cargo build --release without threading, so the snippets job rebuilt the interpreter after the earlier release build. Assisted-by: Grok:4.6

Reject non-executable RustPython paths.
A regular file without execute permission passes this check on POSIX. subprocess.run then raises PermissionError instead of reporting the defined executable-not-found error. Validate execute permission before returning the path.

Separate doctest compilation from the run step
For crates containing Rust doctests, this does not fully separate compilation from execution: Cargo 1.95's cargo test --help describes --no-run as “Compile, but don't run tests,” but doctests are skipped by this invocation and compiled by the subsequent cargo test. Since this workspace contains doctests, the run rust tests step will still include rustdoc compilation time, defeating the stated timing split; run doctests in a separately identified step or otherwise exclude them from the runtime measurement.

cargo test --no-run skips doctests, so rustdoc compilation was still happening in the run step. Assisted-by: Grok:4.6

Remove the incompatible doctest flags
When checked with Cargo 1.95.0, this exact command exits 101 with error: can't skip running doc tests with --no-run; cargo test --help describes --no-run as compiling without running and --doc as testing only documentation, and Cargo rejects their combination. Consequently, every rust_tests matrix job stops in the Build rust tests step here, before any tests execute, and the identical C-API command later has the same problem. Fresh evidence beyond the existing timing comment is that the current YAML fails outright rather than merely compiling doctests in the wrong step; run doctests without --no-run in a separately timed step instead.
Useful? React with 👍 / 👎.
cargo test --doc --no-run is rejected, so doctests cannot be compiled without also executing them. Assisted-by: Grok:4.6

Exclude benchmark targets from the test run
In every rust_tests matrix job, --all-targets expands the previous test scope to the workspace's benchmark targets: Cargo documents this flag as “Test all targets” and identifies --benches as targets with bench = true (Cargo target-selection documentation). This workspace contains several harness = false Criterion benchmarks, including the expensive execution and microbenchmarks binaries, so this step compiles and launches benchmark code that line 129 did not precompile, potentially exhausting the 45-minute job timeout and defeating the compile/run timing split. Select only the intended non-doctest test targets and use the same selection in both build and run steps.

Compile the same Cargo target set before each execution step.
The execution commands add --all-targets, but the preceding no-run commands do not. Benchmark targets can compile during execution, so CI does not fully separate compilation from execution. (doc.rust-lang.org)

Separate compile time from run time in CI so the logs show which step is expensive.
whats_leftnow runs the rustpython binary produced by the earlier release build instead of invokingcargo build --releaseagain with a different feature set. Othercargo run/cargo teststeps are split intocargo build/cargo test --no-runand then the built executable. Also keep the gc_collect benchmark iterating ten times.
