Additionally, these are people for whatever reason, we cannot look up the contributor's name based on the email message in the commit. The people added in this PR don't face this also don't issue. We require PowerShell team members to use an email linked to their GitHub profile in their commits. |

PR Summary
releaseTools.psm1contains a list of very active community members to save a few queries. The list seemed to be outdated, as the last update was 30 April 2018, see #6764 and some of the very active contributors of the last year do not seem to be included. I used the most active contributors page as an indication.I updated the list by including @daxian-dbw @SteveL-MSFT and @TravisEz13 and using the email adresses listed on their github profile. I did want to include @adityapatwardhan as well but I could not find his email adress.
