The reference-style link run-ps wasn't working to redirect to the blog post, so I switched it to an inline-style.

"run-ps" isn't a linkable document, so I changed the "Running PowerShell Scripts Is as Easy as 1-2-3" to link to an external article on Windows IT Pro with the same name.

good catch!
This reference-style link doesn't work, because correct syntax for reference link is [text][link-name]

i.e.

[Running PowerShell Scripts Is as Easy as 1-2-3][run-ps]

Can you, please keep the reference-style and fix the syntax?

CI Failure is unrelated to the change: it's a timeout that we see a lot
