Pins Linux CI to Ubuntu 24.04 to avoid the reported sudo -E incompatibility when ubuntu-latest moves to Ubuntu 26.
Changes:
- Replaces
ubuntu-latestwithubuntu-24.04throughout the Linux workflow, including the reusable xUnit workflow input. - Moves the Linux packaging job before the merge-readiness job and adds a
ci_builddependency.
