Handle stream chat completaion

Description

OpenAI chat completion API can return either ChatCompletion object or a stream of ChatCompletionChunk objects. Current implementation only supports ChatCompletion. Qwen returns stream of ChatCompletionChunk with reasoning. This PR adds logic to handle the stream and also discard the data from reasoning.
