Upgrading to Ubuntu 26.04 is premature and will break the Docker build. Ubuntu 26.04 LTS is not yet released, so the 26.04 tag is not available or stable. Furthermore, many of the external repositories and packages installed in this Dockerfile (such as Microsoft ODBC, Docker CE, and Bazel) do not yet support Ubuntu 26.04, which will cause subsequent installation steps to fail. Please revert this change and stick to the stable LTS version 24.04.
