Upgrading the base image to Ubuntu 26.04 (resolute) will break the Docker build because apt-key has been completely removed in Ubuntu 26.04 (it was deprecated since 20.10 and removed in APT 3.1/Ubuntu 26.04). There are multiple commands in this Dockerfile that still rely on apt-key add (lines 74, 102, and 253). These must be migrated to use modern GPG keyring files under /etc/apt/keyrings/ and referenced via the signed-by option in the repository configuration before upgrading the base image. It is recommended to keep the base image at 24.04 until these legacy commands are refactored.
