A few nits, including strict mode on background.js. (Can't add to rules.js given prototype usage.)
Also drops a random try/catch (that isn't catching any sane failures?) that breaks optimization. (see https://github.com/petkaantonov/bluebird/wiki/Optimization-killers -- chrome specifically complains about this function)
