Test with python 3.11 in Github Actions

It can be a part of an "epic" called "Support for python3.11" https://github.com/PyCQA/isort/issues/1996

Github Actions should run on Python 3.11. At the very least [this line](https://github.com/PyCQA/isort/blob/main/.github/workflows/test.yml#L11) needs to be updated to see what fails which should then be updated accordingly to support this version.
