docs: update README, LICENSE and remove outdated#5197

- Fixes the test badge
- Updates some copyright years
- Removes saucelabs and fossa embeds
- Uses local logo rather than logo from unknown CDN
- Reorders badges so that package related badges are on the top and community related ones below

Root-level README.md looks great to me, but the docs/ one I still use?
These were created by the Mocha maintainers with intent of being used for Mocha. When #5197 is merged, do a follow up that adds the collective funds guidelines badge to the README
