Also bumps cluster-api from 1.10.9 to 1.12.2 (removes replace directive pin), cluster-api-provider-azure from pseudo-version to 1.22.1, and removes the ip-address-manager/api replace directive. Updates cluster-api import path from api/v1beta1 to api/core/v1beta1 following cluster-api v1.11+ API reorganization. Adds refToJavaTypeMappings in openshift-model-miscellaneous to map kube-openapi type names to existing cluster-api Java classes.
