Adds deprecation notice partial for easier maintenance and synchronization between branches.

Added a partial like the one we already have in eslint/eslint.org.

Is there anything you'd like reviewers to focus on?

When this is merged, I'll submit the same to the main branch so that we don't need to add it after each major release.
