Dependency cleanup. Mainly, replacing strip-ansi with native stripVTControlCharacters from Node API which is available since Node 16.11.0.

What changes did you make? (Give an overview)

Replaces strip-ansi usage with util.stripVTControlCharacters
Remove strip-ansi requirement.

No, this isn't a critical bug fix. Also, this API is not available in all versions of Node.js that ESLint v8.x supports.
