What changes did you make? (Give an overview)
Added a note asking people not to submit a pull request until after the issue has been accepted. We've been getting a bunch of random PRs based off of issues that weren't accepted and I'm hoping this will help cut down on the noise.
Is there anything you'd like reviewers to focus on?
