given comment from charris in numpy issue 16769, I think it's good to go.

    Summary:

    • numpy: the failed is a new test (see numpy issue 16769), and we do 72 more tests that were deselected before
      • numpy-1.18.5 = 0 failed, 9874 passed, 372 skipped, 180 deselected, 17 xfailed, 1 xpassed , 0 warnings in 209.94s
      • numpy.-1.19.1 = 1 failed, 10424 passed, 446 skipped, 108 deselected, 18 xfailed, 1 xpassed, 2 warnings in 193.58s
    • scipy-1.15.2: identical (just 10 more warnings, can be deprecation warnings)
      • numpy-1.18.5 = 6 failed, 25012 passed, 2458 skipped, 10989 deselected, 76 xfailed, 6 xpassed, 4 warnings in 1177.17s
      • numpy-1.19.1 = 6 failed, 25012 passed, 2458 skipped, 10989 deselected, 76 xfailed, 6 xpassed, 14 warnings in 1154.18s
