  1. Add SessionStart hook to install Python deps in web sessions 

    The hook installs requirements.txt and requirements-test.txt so pytest
works out of the box in Claude Code on the web. Also exports
DATASTORE_EMULATOR_HOST so ide/routes.py module-level ndb.Client init
skips Google Cloud credential resolution during tests.

NOTE: .gitignore is modified on this branch to track .claude/. When
merging back to main, do NOT carry over the .gitignore change — keep
.claude excluded on main.
