This updates and rewrites the supported environments portion of the README. It also adds a new experimental support tier to clarify how we'll handle things like installed PWAs and mobile web.

It's likely reasonable to add it, but let's handle it in a separate PR, as this one matches our browser list config at build time, and I'd the build-time browser list to match the supported browser set exactly (where possible). |
