It would be lovely to see a new tag and PyPI release containing the build system updates in #133 and #135.

Motivation: stanza 1.11.1 now has a hard dependency on udtools, and working around the scripts in the setup.py in the current latest PyPI release would require some jumping hacks (basically backporting #133) on downstreams distributions such as conda-forge/stanza-feedstock#30
