Resolve design issues around ServiceOverrides, the Overrides dictionary, and how List Processor overrides are stored / registered.

@adamralph found some issues during the review of #632 related to the ServiceOverrides api, how the overrides (and particulary the line processors) are stored in the dictionary.

This area needs more design / discussion and an update that preferably would not break existing modules.
