It seems like we should follow CPython's python/devguide#1470. ping @scipy/maintainers, x-ref #22223 (comment)
task: remove the end year from our copyright declarations. This includes:
LICENSE.txtdoc/source/conf.pyand potentially other places I have missed, but we can start with those.
