I noticed you submitted PR #906 related to this. Although I already commented that I won't have time for this issue until SL 3.0 final is out, here are some general comment about the issue and that PR:

The optional argument specifying which modifier to use shouldbe be something like new_window. Better use something generic like hold_shift or just shift. An additional argument then for control to allow holding either or both.
Need to decided do we want to support these modifiers with all click keywords or only with the most generic Click Element. It would be nice to support all, but unless we come up with some really nice design that is going to require a lot of repetitive code, and documenting and testing would be an issue too.
Using modifiers is also somewhat related to proposed Press Keys keyword (New Press Keys keyword with clean support for special keys #498). For consistency reasons I'd like these to be designed together. I'd also consider both great additions for SL 3.1.
