Fix `chango` creating extraneous commits while making a release

For the last 2 releases, we've had `chango` making commits forever which added a new changelog entry whenever the release was triggered (via the PR name). 

Not sure what the fix would be yet, but it could be the config here or something to fix in chango itself. But we should definitely fix it before the next release.
