"Checking updates for your app..." UWP Dialog everytime py is run #224

ISSUE:
When py.exe is run in any way (by double clicking a .py file or entering "py" command on cmd), this obnoxious UWP dialog appears everytime that states "Checking updates for your app...". This slows down the startup time for running a script and there is no way to stop it. This heavily impacts the coding experience when debugging python codes because you have to wait for a few seconds for this UWP dialog for every debugging session.

FEATURE REQUEST:
Provide a way to stop this UWP dialog from appearing everytime py.exe is run.
