[Kernel] Enable CONFIG_ARM64_SME #2626

Scalable Matrix Extension is not available in machines due to CONFIG_ARM64_SME not being set/enabled.

SME is available on both the M4 and M5, and it would be nice to have it available inside containers/machines as well.

Please consider enabling this in the OrbStack kernel.
