Describe the bug
I'm running both an arm64 and x86 ubuntu machine. I can provision the arm64 version with cloud-init but when I try to do the same with the x86 (emulated) machine, I get an error about not getting an IP address within 30s. It will provision without cloud-init. This is a regression.
To Reproduce
- Create x86 machine with cloud-init included.
- It times out.
Expected behavior
The machine should have been created as it was on pre-2.2.0.
