  5. Update git submodules

  - Use Direct URL syntax for pip packages
    
    Usage of #egg has been deprecated and supplying extra requirements
    for the egg is no longer supported since pip 26.0 [1]
    
    Usage of Direct URL is conformant with PEP 508 [2]
    
    We also introduce new variable `gnocchi_build_requirements`
    in order to add setuptools_scm to the packages which will be
    pre-installed into the venv.
