Actions cache is set to V1 for some virtual environments

As part of #1523 [this](https://github.com/open-telemetry/opentelemetry-python/pull/1523/files#diff-faff1af3d8ff408964a57b2e475f69a6b7c7b71c9978cccc8f471798caac2c88R112) change was added to make it possible for tests to pass since old cache was making them fail. #1523 has been merged, undo the mentioned change.
