opentelemetry-api-incubator(-alpha) module; unreachable dead code removed, so no observable behavior change and no new test. Existing:api:incubatortests guard against regression../gradlew :api:incubator:checkpassed.docs/apidiffsupdate; no user-facing change, so no CHANGELOG entry.
