@nodejs/collaborators ... given the large number of issues and PR's that relate to changes or clarifications in error-handling, and given that the CTC has opted to treat certain kinds of changes in error-handling as semver-major, I've created a new error-handling label to use to tag such issues. This will make it a bit easier to identify those.

(this issue can be closed about a day after opening... unfortunately there's no other way to broadcast a message out to the collaborators :-/ ...)
