Rename releases to changelog and include from CHANGELOG.md (googleapis#5191)
* Symlink releases docs to CHANGELOG.md Since CHANGELOG.md is maintained by the release tool, this ensures that the releases page is also kept up-to-date. * Add recommonmark to docs requirements.txt This dependency is needed for [Sphinx Markdown support](http://www.sphinx-doc.org/en/master/markdown.html). * Rename releases to changelog This makes the docs toctree reflect the header on the CHANGELOG.md page.
