Creating a conda without a python environment does not install python into it when selecting #18753

Description

@rchiodo

Testing #18731

Steps:

  1. Create new conda environment
  2. Pick it as the active interpreter

Expected the 'Installing python' to popup.

It didn't.

Running with it uses my global python.
