[Bug]: Allow Custom Tags property doesn't work in Select component #2197

Is there an existing issue for this?

Current Behavior

On the Select component, the Allow Custom Tags property doesn't do anything.

Expected Behavior

It is supposed to "Allow users to enter custom tags that are not in the options list."

Steps to reproduce

Enable the option. Try to input a custom option. Doesn't work.

Environment

Version 3.0.0 - docker

Additional Information

The same property works fine on a Multi Select component.
