  1. feat: add JumpCloud department enrichment to github-copilot-report (#61) 

    Adds JumpCloud as an alternate directory enrichment source to
github-copilot-report.sh, used instead of Entra ID when
JUMPCLOUD_API_KEY is set (JumpCloud takes priority when both are
configured). Add --no-jumpcloud to disable it explicitly.

Also adds a consumed-licenses email fallback lookup, since regular
GitHub Enterprise Cloud accounts (non-EMU) are not SCIM-provisioned
and the seats endpoint often has no email for them; the verified
email is now sourced from /enterprises/{enterprise}/consumed-licenses
when the seat email is missing.

Hardens the enrichment lookups against malformed/empty API responses
so a bad response can never produce an empty department value, which
previously crashed bash's associative-array arithmetic increment.
