* feat: add enterprise AI credit budget reporting to github-copilot-report

Reports each licensed user's effective Universal/Individual AI credit
budget and consumption via the enterprise-level Budgets API
(GET /enterprises/{enterprise}/settings/billing/budgets and
.../budgets/{id}/user-states), adding Budget Scope/Limit/Used/Remaining
CSV columns. Adds a --no-budgets flag to skip the lookup.

Deduplicates the BSD-vs-GNU date detection probe that was repeated
across github-archive-old-repos.sh (2 call sites) and
github-copilot-budget-advisor.sh (1 call site) into a single shared
helper, and documents it in the shared library docs.
