Event listener reconnects to the outgoing worker after a reload #420
Description
On reload the master socket goes away, and the listener reconnects 100 ms later with @@1 set severity-output number;show events dpapi -w -0. At that moment the new worker hasn't started, so @@1 attaches to the outgoing one. The listener gets the ring's backlog on connect, then nothing more: no events, and no EOF when that worker exits. It stays like that until the next reload.
Versions: HAProxy 3.4.6, Data Plane API v3.4.3 on Flatcar Linux stable.
