A add ssl crl-file would allow you to add a new entry in an existing crl-file, so you could basically do a set, add, add... commit with small parts that can be contain in a buffer for each command. That what was done for ca-file. Nobody complained about the lack of this command for crl-file in the past, so it was overlooked for crl-file. It's not perfect but would be a good short-term solution for your case. I'll check if this is simple to do so we can have this for 3.4.
