semantic-pull-requests check has been replaced with semantic-prs. Config works about the same. This change:

• reverts to the default config (checks that the PR title or at least one commit message in the PR has a semantic prefix)
• Lists and defines the accepted semantic prefixes
• Indicates how semantic-release will handle the prefix when deciding whether to generate a new version release once merged
