OpenCensus has been archived and the protobuf version it uses will cause compatibility problems when upgrading to protobuf 4.x.

We should deprecate OpenCensus for the next major java-bigtable release.

A separate issue will track adding back support for tracing using OpenTelemetry, which may be added on a future minor version.
