  1. build(bigquerystorage): add explicit test dependency on core-http 

    This fixes a parallel build race condition in Maven when BigQuery Storage depends on BigQuery (test scope), which depends on Core HTTP, but BigQuery is external to the reactor. Adding Core HTTP explicitly forces correct ordering.
