The release process will use
toys buildif present. This is preferred overbundle exec rake buildbecause toys doesn't need to install the bundle; i.e. this will make builds more hermetic. This PR updates the generator to generate a toys file; a separate PR (#23218) will backfill the toys file for existing clients so they won't trigger regeneration and releases.
