repo-ask (and other workflows) fail to compile: web-fetch unsupported on Copilot offline BYOK #403

Description

Summary

With current gh-aw (v0.91.12), workflows/repo-ask.md no longer compiles:

✗ repo-ask.md (1 error(s)):
Reason: Copilot's native 'web-fetch' tool is unavailable because offline BYOK mode disables web tools (COPILOT_OFFLINE=true)
✗ compilation failed

It declares tools: web-fetch: without an engine:, so it uses the default Copilot engine. Copilot runs in offline BYOK mode, which disables its native web tools. github/gh-aw#66310 (fixing github/gh-aw#65043) made compilation reject web-search: and, in Copilot CLI mode, web-fetch:. Before that change the tool compiled to --allow-tool web_fetch but was never in the agent's tool catalog, so this workflow has had no web access for a while either way.

The prompt also still says "You can use web search and web fetch to gather information from the internet". Agents read that, look for the tools, and report that they're missing.

Other workflows affected

These workflows also declare web-fetch: with no engine: in their frontmatter, so they likely hit the same compile error (I only compiled repo-ask.md):

accessibility-review, adhoc-qa, ci-coach, daily-issue-triage, efficiency-improver, lean-squad, link-checker, perf-improver, plan, pr-fix, repo-ask, repo-assist, test-improver, update-docs, weekly-research

Suggested fix

Either:

  • switch to Copilot SDK mode, which keeps a proxy-aware custom web_fetch that follows network.allowed (compiles with v0.91.12):
    engine:
      id: copilot
      copilot-sdk: true
    tools:
      web-fetch:
  • or drop web-fetch: (gh aw fix does this) and change the prompt so it no longer mentions web search/fetch.

Native web search isn't available on Copilot in either mode, so the "web search" wording should go in both cases unless a search MCP server is added.
