Define the architecture for detecting and collecting non-fatal ANRs #6264

Define the primary SDK side components and how they interact with each other in order to collect non-fatal ANRs.

• Integrations / Event Producers
• Monitors
• Data Sources

Constraints:

• Focus on UI hangs (app is in foreground and user is interacting with it)
• We don't want to profile the main thread twice (e.g. for AnrProfilingIntegration and our new component)
• We want to focus on the data collection part, and having an non-fatal ANR event as an end result
• Any kind of data interpretation (backend parts, frontend) are out of scope here
