This PR keeps the FlutterFramework swift package introduced in #178931, but removes the Flutter.xcframework as a dependency, essentially making it empty. As such, it also restores the build scripts to copy and codesign the framework instead of letting Xcode do it. This is a temporary solution while we decide a long-term strategy: go/flutter-ios-privacy-impacting-sdks-codesign-requirement

Code Review

This pull request removes Flutter.xcframework as a Swift Package Manager dependency. This is a temporary measure to address a codesigning issue, reverting to the previous behavior where the build scripts are responsible for copying and codesigning the framework. The changes primarily involve removing the logic that conditionally skipped framework embedding when using SwiftPM. This includes the removal of validation functions (_usingFlutterFrameworkSwiftPackage, _validateFlutterFramework, _infoPlistFromEngineCache) and related properties from the TargetPlatform enum in xcode_backend.dart. The canSkip logic in UnpackDarwin and related checks in other build targets are also removed. The FlutterFramework Swift package is now an empty shell, which is verified by a new test. Correspondingly, tests for the removed functionality have been deleted. The changes are consistent and effectively achieve the stated goal.
