Describe the bug
The count values for each bucket are missing for the dbsp_step_latency_seconds_bucket metric.

To Reproduce
Run a pipeline. Download a support bundle. Check the metrics file and observe the dbsp_step_latency_seconds_bucket metrics

Expected behavior
There should be values for the histogram

In the attached bundle, there are metrics for input_connector_completion_latency, indicating that the circuit has processed some data in the last 600s. However, dbsp_step_latency_seconds_bucket is all 0s.
