chore: Update CODEOWNERS (GoogleCloudPlatform#12782)

The `infra-db-sdk` alias should no longer be used, now the ownership of the Cloud SQL samples falls to the `cloud-sql-connectors` team who owns the Cloud SQL Connectors/Proxy.
