Download Devstack:

git clone https://git.openstack.org/openstack-dev/devstack
cd devstack

Add this repo as an external repository in local.conf file:

[[local|localrc]]
enable_plugin ceilometer https://git.openstack.org/openstack/ceilometer

Run stack.sh.
